The Biden Administration Requests $14 Billion to Address Border Crisis
The Biden administration is seeking $14 billion in funding from Congress to combat the ongoing crisis at the border. This funding will be used for various purposes, including migrant services and housing, anti-fentanyl technology, and increasing the number of border agents.
A Significant Request in Response to Record Numbers
This $14 billion request is part of a larger $105 billion request put forward by the White House. It is a substantial increase compared to previous supplemental requests, reflecting the record numbers of migrants arriving at the southern border.
Allocation of Funds
The request includes $6.4 billion for “border operations,” which covers holding facilities, reimbursement of support from the Pentagon, DNA collection, and over $1.9 billion for Health and Human Services to support eligible arrivals and unaccompanied children.
Migrant Care and Services
Specifically related to migrant care, $1.4 billion is allocated for shelter and services for migrants released from DHS custody. An additional $800 million has already been distributed to states and non-governmental organizations to support migrants released into the U.S. interior.
Focused Strategy and Transportation
The Biden administration’s strategy is centered around enforcement, deterrence, and diplomacy. The funding includes resources for transportation, such as removal flights and alternatives to detention. It also provides funding for non-custodial housing options, legal services, and medical care for those in expedited removal.
Staffing and Countering Fentanyl Threat
The request includes $1.6 billion for additional Border Patrol agents, asylum officers, processing personnel, and immigration judges. In addition, $1.2 billion is allocated to counter the fentanyl threat, including the deployment of Customs and Border Protection officers and non-intrusive inspection systems at ports of entry.
International Efforts and Repatriation
A significant portion of the funding will support international efforts, including $1.3 billion for Safe Mobility Offices and to support host communities and legal pathways in the region. A smaller amount, $40 million, is allocated for foreign government repatriation operations.
Importance of Funding for Border Security
The Biden administration emphasizes the critical need for funding to address the ongoing situation at the border. DHS Secretary Alejandro Mayorkas urges Congress to provide the necessary resources and support to protect the American people and enforce immigration laws effectively.
Republican Response and Priorities
It remains uncertain to what extent Republicans will support the border part of the supplemental request. While they advocate for more Border Patrol agents and interior enforcement, they are skeptical of processing migrants into the interior. Republicans have called for continued border wall construction and legislation to limit parole use, mandate detention, and removal for those who enter the country illegally.
The request comes as Customs and Border Protection announces record-breaking migrant encounters at the southern border, reaching the highest number on record for the fiscal year.
