The Appendix to the Regulation of Golden Residence Permits, annexed to the Decree of the Cabinet of Ministers No. 65 of 2022 on the issuance of executive instructions to the Federal Decree-Law No. 29 of 2021 on the entry and residence of foreigners, which entered into force on October 3, included more than 50 categories specializations granting them the status of “gold resident” in the UAE for a period of 10 years in accordance with special conditions.
The annex provides that the Federal Office of Identity, Citizenship, Customs and Port Security must grant a golden residence permit to scientists and professionals subject to the conditions and controls specified in this decision, and falls under this category:
Scientists and researchers with high achievements and influence in their field based on the recommendation of the Emirates Council of Scholars.
Senior scholars and clergymen with great contribution and influence on the recommendation of the Ministry of Culture and Youth or the competent local authorities.
Elite experts in the field of industry and the Fourth Industrial Revolution on the recommendation of the Ministry of Industry and Advanced Technology or the competent local government.
Elite healthcare professionals on the recommendation of the Ministry of Health and Population Protection or the competent local authorities.
Elite specialists in the field of education on the recommendation of the Ministry of Education or the competent local authorities.
Qualified work of specialists of the highest professional level according to the professional classification approved by the Ministry of Labor and Emiratization, and includes the following categories:
Managers and CEOs at the first professional level.
Specialists of the second professional level with more than 50 specializations, and these are:
Specialists in the natural sciences (physicists, astronomers, climatologists, specialists in mathematics, actuarial sciences and statisticians, specialists in the life sciences, environmental sciences, epidemiology, agricultural sciences, etc.).
Specialists in the field of engineering, including (vital disciplines such as electrical engineering, computer and communication engineering, industrial engineering, manufacturing, mining, environment, robotics, biotechnology, architects, urban planners and others).
Medical professionals (doctors, dentists, pharmacists, nurses, audiologists, speech and ophthalmologists, physical therapists, nutritionists and other life-saving medical specialties).
Specialists in the field of higher, general and vocational education, developers of educational programs, advanced methods of teaching and assessment, education of the gifted and people with special needs, and others.
Business and management professionals (financial and investment advisors, financial analysts, e-commerce, digital marketing, etc.).
IT professionals (analysts and developers of software and applications, specialists in the field of data science, artificial intelligence and information security).
Professionals in law, sociology and culture (lawyers, judges, economists, specialists in sociology, philosophy, politics, history, writers, journalists, linguists, plastic arts (galleries, museums, sculptors), musicians, singers, directors, actors and TV hosts).
